    • PROBLEM TO BE SOLVED: To provide a secondary battery managing device, a secondary battery management method, and a program, which calculate the discharge sustainable time of a secondary battery more accurately even if the situation of a load current changes. SOLUTION: The secondary battery managing device calculates the remaining capacity and lifetime of a secondary battery from information on the measured value of the temperature of the secondary battery when the secondary battery is in a standby state without any charging/discharging, calculates the remaining capacity of the secondary battery from information on the measured value of a discharge current from the secondary battery when the secondary battery keeps discharged, and calculates the remaining capacity of the secondary battery from information on the measured value of a charge current to the secondary battery when the secondary battery is in a charged state. When a battery discharge execution time due to a decrease in the output of a rectifier comes, the deterioration of the secondary battery is determined by allowing a load current to flow to a loading device. When the execution time for checking a battery capacity utilizing a load current pattern comes, the discharge continuation time of the secondary battery is calculated by using the load current pattern.     • PROBLEM TO BE SOLVED: To provide a degradation determination device capable of estimating a capacity of a secondary battery.SOLUTION: A rectifier in a degradation determination device for determining a degradation state of a battery to be measured includes an output terminal that is connected to the battery and a load in parallel and allows output of output voltage corresponding to a setting value to the output terminal. A dummy loading unit is connected to the output terminal of the rectifier in parallel separately from the load.
