    • PROBLEM TO BE SOLVED: To provide a diagnostic device which can reduce measurement time without complicating a circuit configuration.SOLUTION: A charging circuit 2 is a circuit for supplying a current to a secondary battery 10 to charge it. Charge current interruption means 4 controls interruption of a charge current to or a discharge current from the secondary battery 10 being charged or discharged. A voltage measurement unit 6 measures a terminal voltage of the secondary battery 10 right after current interruption. Diagnostic means 8 determines whether the secondary battery 10 is degraded or not on the basis of the measured voltage. The diagnostic means 8 determines whether the secondary battery 10 is degraded or not in accordance with the fact that, if the secondary battery 10 is degraded, the voltage of the secondary battery 10 right after current interruption is steeply changed in comparison with that of the secondary battery 10 which is not degraded.
