A readout device 30 is amounted in an inspection vehicle 28 running down a road along which the lighting fixtures 24, each provided with the radio terminal 26, are installed, so that the inspection vehicle 28, while running, sends a readout request telegraph out to the radio terminals 26 successively and receives response messages including the lighting fixture identification information and the detected luminous intensity, whereby diagnosis information about the lighting fixtures 24 are collected. A diagnostic processing apparatus 34 generates and outputs lighting fixture management information, such as an illumination light source replacement time or a cover glass cleaning time, based on the diagnosis information about the lighting fixtures 24 collected by the readout device 30.
