    • PROBLEM TO BE SOLVED: To easily detect a fault of a base station that is less likely or does not occur when there is little or no traffic.SOLUTION: A first base station, which is a diagnosis target, instructs attenuation of a transmission power toward a prescribed second base station. The second base station attenuates the transmission power in accordance with the instruction from the first base station to thereby cause the terminals connected to itself for calling to switch to the first base station. The first base station performs diagnosis of the first base station by the process for switching connection for call from the second base station to the first base station.
