When receiving a report message from a STB 30 via the optical network terminating device, the optical transmission line terminating device analyzes the report message, holds the belonging group of the STB and the optical network terminating device in a second table, and transmits the encryption key generation request to the optical network terminating device and when receiving the encryption key from the optical network terminating device, it holds the encryption key in the second table and transmits the timing notification via which the encryption key becomes effective to the optical network terminating device.
