    • PROBLEM TO BE SOLVED: To provide a small-sized tape carrier package for a liquid crystal driver at a low cost. SOLUTION: The tape carrier package for the liquid crystal driver is provided with an organic insulation tape 1 with a device hole 11 for loading a semiconductor integrated circuit element, and the semiconductor integrated circuit element 2 stuck to the organic insulation tape 1. The semiconductor integrated circuit element 2 is the one whose aspect ratio is equal to or more than about four and equal to or less than about seven, and is arranged so as to make the longitudinal direction parallel to the width direction of the organic insulation tape 1. An inner lead is connected to the part of the longitudinal direction of the semiconductor integrated circuit element 2 mainly and an outer lead corresponding to the inner lead is stretched and arranged in the almost vertical direction to the width direction of the organic insulation tape 2 mainly. By the constitution, the small-sized tape carrier package for the liquid crystal driver at a low cost is achieved.

If it is difficult for this setting, a degree of significance to the degree of congestion in the cage is inputted through an intelligence part 2-1, and a fuzzy inference taking account of traffic situations is applied to the allowable value of congestion in the cage and the allowable value of the latency, converting them and these values are set. Then, an assigning part 2-2 performs its assignment according to the precedence of three stages, namely, the elevator coming in earliest in two allowable values, the second one of the lowest congestion in the cage satisfying the latency allowable value and the third one coming in earliest. Thus, the extreme worsening of efficiency due to overregulation for the degree of congestion in the case can be prevented from occurring.

Then, when the counted number of stops is above defined values classified by both traffic demand and operating direction, the total evaluation value of each corresponding numbered machine is obtained. When the processing of the whole numbered machines 10, 20, 30 is over, the generated call is allotted to the elevator having the least total evaluation value. That is, an elevator which makes many stops in the same operating direction as the direction of the call generated floor has a large total evaluation value and the allotment is restricted.
