    • PROBLEM TO BE SOLVED: To provide a method and an apparatus for controlling a private power generation plant, which suppress an operation cost rise when balancing a steam load by operation of an atmospheric discharge valve of a private power generation plant. SOLUTION: A plant state quantity of the private power generation plant is read in (F101) and a differential deducting a process steam flow rate variation from a main steam flow rate variation is then calculated (F102). It is judged whether the differential is a negative value or a positive value exceeding a threshold value (F103, F107). When the differential is the negative value, a closing operation amount of the atmospheric discharge valve is calculated (F104) and the atmospheric discharge valve is controlled by the closing operation amount. When the differential is the positive value exceeding the threshold value, an opening operation amount of the atmospheric discharge valve is calculated (F108) and an operation cost when the opening operation amount is used is calculated (F109). A differential between the operation cost and an operation cost in an existing state is calculated (F110), it is judged whether or not the differential exceeds a certain threshold value (F111), and if not exceed, the atmospheric discharge valve is controlled for opening by the calculated opening operation amount.
