    • PROBLEM TO BE SOLVED: To perform a mask processing based on a three-dimensional inter-positioning relation between an arbitrary mask region and an unspecific monitor target.
      SOLUTION: A video signal (a) photographed by a camera 1 is sent to a motion detection circuit 2 to detect a motion incorporated in the video signal (a) and to set the region as a spatial motion region, and then input to a distance determination circuit 5. In the distance determination circuit 5, the distance between a region of the motion and a monitor camera is calculated using a parallax signal (b) of a stereo camera provided within the monitor camera, and spatial motion region information and distance information thereof are input to a mask determination circuit 6. The mask determination circuit 6 pairs the input motion region information of a monitor target and distance information thereof and uses information of a spatial mask region stored in a memory and distance information thereof to perform three-dimensional position comparative determination between the motion detected and the mask by comparing the spatial motion region information with the spatial mask region information and comparing the distance information of the spatial motion region with the distance information of the mask region.
