      SOLUTION: A terminal 211 measures pilot signals transmitted from an adjacent cell and its own station cell in a directive pattern (beams) and respectively estimates the reception quality when interference exists (is strong) in the adjacent cell and when no interference exists (is weak) in the adjacent cell. The terminal 211 requests a base station 201 to provide a data rate request value (DRC1) in response to the received quality in the presence of the interference and a data rate request value (DRC2) in response to the received quality in the absence of the interference. The base station 201 shares a beam direction schedule with an adjacent cell base station and confirms the presence/absence of the interference on the terminal 211 by each slot. The base station 201 selects a proper down data rate from two values requested from the terminal 211 depending on the presence/absence of the interference and modulates data and transmits the resulting data.
