SOLUTION: The above subject is attained by applying an e-wallet system using an IC card. The age information 26 of the holder of the IC card 19 is stored in the IC card 19 as well as amount information 24. In performing commercial transactions in which transactions with infancy must be restricted as mentioned above for that purpose, a decoder 11 side inhibits transactions when a user is determined to be infancy by identifying the age information 26 of a card holder to thereby realize age restriction in commercial transactions. Then, the generated information signals are stored in a memory 20. The information signals read out from the memory 20 are replaced with character signals by means of a character signal generation circuit 19, and the character signals are added to the picture signals by means of an addition means 18 for output in a list form for each tape.
