Thus, the data transmission system can realize reduction of the transmission time through the adoption of a highly efficient compression system for utilizing the data distribution characteristics.

    • PROBLEM TO BE SOLVED: To provide a traffic controller and a speech service system that can prevent congestion due to increase in an amount of calls caused by a disaster or an event. SOLUTION: The traffic controller and the speech service system limit a speech time, estimates a future load on a switch generating a congestion signal and estimates a time when the load of the switch is to be reduced on the basis of the estimate of load. Then the traffic controller and the speech service system inform subscribers whose call is unsuccessful due to connection amount control about the prediction time until the load of the switch is reduced due to the limited speech time. The traffic controller and the speech service system inform the subscribers whose call is successful and the speech opposite parties about that the speech is interrupted by a prescribed time before the start of speech and inform the subscribers about prediction of interruption just before the speech is interrupted. Thus, the traffic controller and the speech service system can prevent congestion caused by behaviors of subscribers, smooth the load of the switches, quicken restoration from the congestion and alleviate the stress on the subscribers.

The plant characteristics are calculated by the arithmetic operation of the controller simulating means and the plant simulating means.
