    • PROBLEM TO BE SOLVED: To provide a rotatable cutter having a joining strength to a substrate and increasing a cutting performance by providing a thin chip with a uniform forming density and an abrasive grain distribution. SOLUTION: A rotatable cutter has: a base plate 2 in which mounting holes are formed; a joining layer 7 formed radially outward of the substrate 2; and an abrasive grain layer 5 formed radially outward of the joining layer 7. The cutter further has a reinforcement member so extending as to ride over the joining layer 6 and the abrasive grain layer 5 in the radial direction of the substrate and joining these layers to each other. The reinforcement member is made of a metal sheet 9 or a metal mesh. When the reinforcement member is formed of the metal sheet 9, a large number of through-holes are so arranged that, when any circumferential line is drawn coaxially with the substrate, the through-holes appear. The chip having the joining layer and the abrasive grain layer, the substrate, and the metal sheet are firmly joined to one another without influencing the distribution of the abrasive grains of a diamond in the abrasive grain layer.
