      SOLUTION: There is arranged a manual n-minute electric energy control setting part 210 for failure of the MW command value with respect to a MW command value 12 which is imparted from a power feed command device 110. A value automatically set by the operator at the timing of the next each-hour n-minute is set as a post-switching MW command value 201, and output. By this, even if the MW command value 12 imparted from the power feed command device 110 is abnormal, the operator can easily set the post-switching MW command value 201, and can continue the n-minute electric energy control.
