      SOLUTION: The formation method of the organic substance layer comprises a first layer formation process in which a first layer consisting of a first resin composition containing a polymer having a reactive double bond and an inorganic particle is formed on a substrate 40, a second layer formation process in which the second layer consisting of a second photosensitive resin composition containing an inorganic particle is formed on a surface opposite to the substrate 40 of the first layer 21, an exposure process for exposing the second layer with a prescribed pattern, a resist layer formation process in which, by developing the second layer 61, after the exposure process, the resist layer 62 having the pattern is formed, and a calcination process in which the resist layer 62 is calcined together with the first layer 21, and the inorganic substance layer 70 is formed.
