By providing wrappers and press rolls pressing the deformed strip to the rolls, a slip between the roll and the deformed strip is prevented, and the local deformation of the deformed strip is effectively suppressed.

A rotary-blade cassette body 7 is assembled by respectively adjusting the clearance in the blade thickness direction and the overlap in the radial direction between the upper blade 2 and the lower blade 2' of the rotary blade 3. A set of the rotary-blade cassette bodies is arranged so as to be spaced apart in the width direction of the metal bar 4.
