    • PROBLEM TO BE SOLVED: To use effectively a definite transmission line by restricting a data flow when the data amount of a data buffer is a prescribed amount or over, releasing flow restriction when a prescribed amount of idle areas or over is in existence, converting data into cells corresponding to a quality parameter, multiplexing cells and sending them to a digital private channel. SOLUTION: The consumed amount of current channels is grasped by a data storage means being a data buffer 255 and a means grasping the data amount in the data buffer and when the consumed amount exceeds the transmission capacity of the channel, it is detected that data of a prescribed amount or over are stored in a data buffer 255 in a terminal equipment control section 25 and a means limiting data flowing to a communication terminal equipment is used to limit data flowing from the communication terminal equipment. When the amount of idle areas of the buffer in the control section 25 is increased to a degree, the limit of data flowing to the communication terminal equipment is released and the data are accepted. Thus, while using 100% of the transmission capacity of the channel, data communication without aborting the data is conducted.

    • PURPOSE: To unnecessitate the setting change of communication speed for an opposite party side. CONSTITUTION: A terminal equipment control part 22 is provided inside an incoming call side terminal adapter and a control part 30 reports the communication speed of a call originating side which is detected in the incoming call side terminal adapter from a call control message transmitted from the call originating side with a network to a speed control part 32 and data transmitting part 37. The speed control part 32 converts the communication speed of transmission data from the call originating side into the communication speed of the incoming call side and transmits it to an incoming call side communication terminal equipment with a terminal interface part 31. DMAC 38 successively transfers transmission data from the incoming call side communication terminal equipment, which is received by a data receiving part 36, to a data buffer 39 so as to store it, transfers the data to the data transmitting part 37 so as to successively transmit it in accordance with the communication speed of the call originating side, transmits a data transmission stop instruction to the incoming call side communication terminal equipment when a free area in the data buffer 39 is lost and stops data transmission till the free area is obtained.
