When a long power failure occurs, a group of unit batteries is rearranged and connected, and thereby, a voltage required for the start of the rail braking device 7 (e.g., 96[V]) is output and the rail braking device 7 is brought into a standby (open) state. Accordingly, the passenger in the car can rapidly be released.
