In the case it is decided to be a still picture by the circuit 50, a still image processing is executed by a luminance signal Y adaptive scanning line converting circuit 70, and in the case it is decided to be an animated picture, an animated picture processing is executed by the luminance signal Y adaptive scanning line converting circuit 70. In such a state, based on a control signal from a signal control circuit 100, from a first - a third taps of a delaying circuit 20 with a tap, signals B2V-C5V are outputted to an inputted video signal C1V. Also, a soft switch circuit 40 is set so as to become a motion mode by the circuit 50. As a result, outputs of the still picture and the animated picture from the converting circuit 70 are synthesized by varying a mixing ratio in accordance with the motion signal from the circuit 50.     • PURPOSE:To eliminate a centroid movement and deterioration of vertical resolution at the time of variable speed reproduction by selecting a phase inversion signal or a signal which is not inverted, in accordance with whether the direction in which a video signal is sent is forward or reverse, in the case of freezing a composite video signal. CONSTITUTION:A chrominance signal AIC of the present field is inputted from a Y/C separating circuit 20, and inputted to one terminal of a C scanning line converting circuit 41. Also, from the other terminal, a signal B2C being in a relation interlaced with a signal of the present field is inputted. To the other terminal, a control signal for showing forward turn or reverse turn reproduction, and also, a state is inputted from a signal control circuit 61. In such a state, in the case of forward turn reproduction, since it is inverted against a phase of a chrominance subcarrier of a position B2, an output of a phase inversion circuit is selected. On the other hand, in the case of reverse turn reproduction, the signal B2C is selected. In such a way, when a freeze signal processing is executed, a centroid movement and deterioration of vertical resolution of a freeze picture can be eliminated, and a picture quality at the time of variable speed reproduction is improved.

When the protecting circuit 70 detects the abnormal state of the recording and reproducing device, the gate circuit 31 outputs the movement signal of the prescribed value and a field converting circuit 40 processes the reproducing video signal in accordance with it. Thus, affection caused by the abnormal operation of the recording and reproducing device is eliminated.

    • PURPOSE:To improve the picture quality at the time of the variable speed reproduction by using a signal between fields at a still picture part, using a signal between lines at an animation part and performing the line conversion respectively by a C adaptive converting circuit and a Y adaptive converting circuit. CONSTITUTION:The reproduced composite video signal is separated to a luminance signal Y and a carrier chrominance signal C by a frame Y/C separating circuit and a line Y/C separating circuit. Further, even the 1 field delayed composite video signal is separated to the luminance signal and the chrominance signal by the frame Y/C separating circuit. When it is detected that the action is not performed by an action detecting circuit 90 to detect the presence of the action of the inputted video signal, a luminance signal adaptive converting circuit 70 and a carrier chrominance signal adaptive converting circuit 60 performs the line conversion with a signal between fields and when it is detected that the action is performed, performs the line conversion with a signal in fields. The output signals of converting circuits 70 and 60 is added by an adder circuit 80 and outputted as the video signal after the conversion. Thus, the resolution deterioration of the luminance signal and the chrominance signal can be prevented.
