摘要： PROBLEM TO BE SOLVED: To strictly manage the visual and auditory use of digital contents by securely collecting copyright charges in areas wherein the copyright charges can not be collected from users, e.g. at a cartoon cafe and a composite cafe. SOLUTION: The digital contents are distributed from a center-side distributing device to a terminal device through a store-side distributing device, the visual and auditory charge for the digital contents with a time limit is collected from the user to allow all the digital contents which can be accessed only in a limited place to be viewed within the time limit, and the visual and auditory frequency of the digital contents viewed through the terminal device is managed to totalize the visual and auditory frequency of the digital contents, thereby computing the copyright charge according to the totalized visual and auditory frequency.
