    • PROBLEM TO BE SOLVED: To inspect failure and short circuit of a plurality of cables in a short time. SOLUTION: In an inspection method of failure and short circuit of cable bundle X bundling cables X1 to XN, one end of Mth (M is each odd number from 1 to (N-1)) cable and one end of (M+1)th cable are connected by way of a constant voltage maintaining means D1 for maintaining the voltage between the input and the output at constant. The other end of Lth (L is even number from 2 to (N-1)) cable and the other end of the (L+1)th cable are connected via a constant voltage maintaining means D2. To the other end of the first cable, positive output terminal of the constant current source 11 is connected, and to the open side end of the Nth cable, a negative output terminal of the constant current source 11 is connected. Constant current I1 for inspection is output and cable failure is judged when the voltage of the other end of the first cable exceeds a reference voltage VR0. When either of each voltage of the other end of the cables lowers the reference voltage VR1 to VR(N-1), a short circuit is judged.

In addition, a hold inputting means 52 which gives a hold signal S4 for stopping operations to an A/D converter 26 when a hold requesting signal S3 is inputted to the CPU 40 and starting means 50 which gives a start signal for starting operations to the converter 26 when the hold canceling signal S2 is inputted to the CPU 40 are also provided as an arithmetic and control means 28 incorporating the CPU 40.

This device is further provided with a standard voltage generating circuit 17 for dividing the output of the integrating circuit 16 in a determined potential dividing ratio and comparing the divided voltage with the output of the integrating circuit 15 to generate a noise separating standard voltage; and an arithmetic means CPU19 for determining the wave height value of a ripple voltage in which spike noise is separated from the input voltage Vin to be measured by each output voltage V1, V2 of the integrating circuits 15, 16 and the noise separating standard voltage Vs1.

SOLUTION: The diagnostic equipment 1, which measures the effective resistance of the fuel cell BT, has a signal generation section 11 that generates signals for measurement including a 1st alternate current signal for measurement for measuring membrane resistance, which forms a part of the effective resistance, and a 2nd alternate current signal for measurement for measuring a reaction resistance, which forms a part of the effective resistance, and has a measurement section 12 that obtains a resistance value of the membrane resistance based on a current value of the 1st alternate current signal for measurement flowing in the membrane resistance in a state where the signal for measurement is impressed on the fuel cell BT, and voltage which is generated in the membrane, and also obtains the resistance value of the reaction resistance based on the current value of the 2nd alternate current signal for measurement flowing in the reaction resistance, and the voltage which is generated in the reaction resistance.
