    • PROBLEM TO BE SOLVED: To confirm visibility of an object railroad signal from a plurality of adjacent railroad signals and its other noise component. SOLUTION: When the (i)th and the (i+1)th flashing patterns are the same, a determination is made on whether or not an absolute value of a difference between luminance Aj+1 of a picture element of the (j+1)th image and luminance Aj of a picture element of the (j)th image exceeds a threshold value Th, and when the absolute value does not exceeds the threshold value Th, a value is set to 1, and when exceeding the threshold value, the value is set to 0, and extraction processing is performed for extracting an area (207). When the (i)th and the (i+1)th flashing patterns are different, a determination is made on whether or not the absolute value of the difference between the luminance Aj+1 of the picture element of the (j+1)th image and the luminance Aj of the picture element of the (j)th image exceeds the threshold value Th, and when the absolute value exceeds the threshold value Th, the value is set to 1, and when the absolute value does not exceeds the threshold value, the value is set to 0, and processing is performed for extracting the area (208).
