    • PROBLEM TO BE SOLVED: To shorten time required to detect a fault while suppressing influence on a network.SOLUTION: A maintenance entity group end point (MEP) 10 performs transmission and reception of packets between it and its opposite MEP. The MEP 10 includes a transmission/reception available band calculation unit 16, a period calculation unit 18, and a transmission module 112. The transmission/reception available band calculation unit 16 calculates an available band usable for transmission and reception of maintenance packets in a band usable for transmission and reception of the packets. The period calculation unit 18 determines a transmission interval of the maintenance packets on the basis of the available band calculated by the transmission/reception available band calculation unit 16. The transmission module 112 transmits the maintenance packets to the opposite MEP at the transmission interval determined by the period calculation unit 18.
