In the case where a first condition is satisfied that a total size of the data units held in the buffer memory is smaller than a predetermined buffer threshold, and in the case where a second condition is satisfied that the counter value is larger than the size of the first data unit, the control section is configured to output the first data unit in the buffer memory and in the case where the first condition is not satisfied, the control section is configured to cause the data units to be outputted sequentially from the first data unit, until a predetermined third condition is satisfied.
