    • PROBLEM TO BE SOLVED: To provide an encoder, an encoding system and a signal transmission method with high economic efficiency, for reducing interruption of video service.SOLUTION: An active-system encoder 1 encodes a video signal from an external device, accumulates the encoded video signal in a buffer, and transmits the video signals accumulated in the buffer. A standby-system encoder 2 receives the video signals transmitted by the active-system encoder 1, performs processing on the video signal from the external device, and selectively transmits either of the video signal transmitted by the active-system encoder or the video signal encoded by the encoder to a transmission line. Then, the active-system encoder 1 transmits the video signal encoded by the encoder to the transmission line when a fault occurs in the standby-system encoder 2. In addition, the standby-system encoder 2 transmits the video signal encoded by the encoder to the transmission line when the fault occurs in the active-system encoder 1.
