      SOLUTION: In a first step, objects to be measured such as two zinc plating steel plates 1a, 1b respectively formed with the films on their surfaces are prepared, an elastic conductive material 10 is interposed between two zinc plating steel plates 1a, 1b as the objects to be measured, and a spacer 11 for regulating a gap between two zinc plating steel plates 1a, 1b is also interposed. In a second step, the electrical resistance is measured between two objects 1a, 1b to be measured in a state that the elastic conductive material 10 is interposed.
