    • PROBLEM TO BE SOLVED: To accurately adjust temperature by forming a device formed of a top surface part, which is obtained by laminating non-magnetic and non-conductive sheet materials and modulating the surface, an intermediate part, which is formed of a non-magnetic and non- conductive sheet material or a felt-like sheet with built-in heat fusing fiber, and a lower surface part, which is obtained by laminating non-magnetic and non-conductive sheet materials, and embedding a temperature sensor between the top surface part and the lower surface part. SOLUTION: This device is formed of a compound plate of three layers of a top surface part 1, an intermediate part 2 and a lower surface part 3, and a temperature sensor 4 for detecting temperature of a material to be heated is embedded between the top surface part 1 and the intermediate part 2. Heat resistant adhesive agent 5 is filled between the top surface part 1 and the intermediate part 2 and between the intermediate part 2 and the lower surface part 3 for strong adhesion. Single bubble is left in the intermediate part 2 over the whole thereof so as to obtain the cotton condition at a low density, and heat conductivity is reduced, and mechanical impact resistance is improved so as to protect the temperature sensor 4, and even in the case where a crack is generated, continuity is eliminated, and even in the case where the device is wet by the splashed water, insulating performance is maintained. With this structure, heat capacity and residual heat are reduced, and insulating performance is maintained even in the case of breakdown so as to previously prevent the generation of electric shock accident.
