The vibration control member is sandwiched between the column-side fitting member 11a and the joint-member-side fitting member 12a in the state that faces of the vibration control member are respectively bonded to the column-side fitting member 11a and the joint-member-side fitting member 12a, and is formed of a viscoelastic body so that the joint-member-side fitting member 12a and the column-side fitting member 11a can be relatively rotatable around a horizontal axis. Vibration energy of the building 5 is absorbed by torsional deformation caused by the relative rotation.
