    • PROBLEM TO BE SOLVED: To provide a small-sized electrolytic water generating and discharging device which can discharge electrolytic water to the sensitive part of an animal or a human with reduced stimulus while suppressing low the risk of the damage of electrolytic electrodes.SOLUTION: The electrolytic water generating and discharging device 11 includes: an electrolytic unit 25 of electrolyzing water or an aqueous solution to be fed utilizing electrolytic electrodes using a diamond electrode at least as an anode to generate electrolytic water; a nozzle 27 of discharging the electrolytic water generated by the electrolytic unit 25; a pump 23 of feeding the water or aqueous solution to the electrolytic unit 25 at a predetermined flow rate and discharging the electrolytic water from the nozzle 27; and a control unit 41 of controlling the operations of the electrolytic unit 25 and the pump 23. The control unit 41 controls the start and the stop of the electrolytic unit 25 and the pump 23 to be repeated at predetermined time intervals, and intermittently discharges the electrolytic water from the nozzle 27.
