The delivery water tank 10 is communicated with a river 12 through a communication water 11. In this case, a water tank 5 the delivery pressure of which is released to the atmosphere is located between the check valve 4 of the delivery water passage 2 and the pump 3 and an overflow weir 6 is arranged at a water tank 5. A portion situated downstream from the overflow weir 6 is communicated with a suction water tank 1 through a bypass water passage 7. When the water level W of a river 12 is raised to a level approximately equal to a set water level L, a part of the delivery water passage 2 is returned over the overflow weir 6 to the suction water tank 1.
