SOLUTION: In a circulation system 100, an electronic envelope browsing terminal verifies electronic signature included in the signature section of an acquired electronic envelope and an electronic certificate. Then, the electronic envelope browsing terminal specifies an identification name included in the electronic certificate of a browser, and decides whether or not the identification name is matched with an identification name set in the browsing path of an electronic envelope. Furthermore, the electronic envelope browsing terminal decides whether or not contents included in the electronic envelope should be browsed based on the verification result of the electronic signature and the electronic certificate and the decision result of whether or not the identification name is matched. Then, the terminal displays the contents based on the contents data when it is decided that the contents should be browsed. Thus, it is possible to easily circulate the contents only to a desired browser by a mail or download or the like.
