A method of kneading and crosslinking a fluororesin and an uncrosslinked fluororubber (a dynamic crosslinking method) is adopted to prepare a complex of fluororesin and crosslinked fluororubber for the coating layer. The dynamic crosslinking method comprises mixing a fluororesin and a fluororubber, kneading them under a temperature at which the fluororesin and the fluororubber melt to crosslink the fluororubber. In the fluororesin layer (B), polymerization units originated in ethylene and tetrafluoroethylene are ≥60 mol% to whole polymerization unit and a melting point is ≥200°C.
