    • PROBLEM TO BE SOLVED: To improve accuracy of operation of a system impedance with respect to a harmonic having an object order. SOLUTION: A harmonic voltage Vo having the object order included in a distribution line voltage at a specific spot in a state before injecting a harmonic current J into a system from a harmonic current source, a harmonic voltage V1 having the object order included in the distribution line voltage when injecting the harmonic current J into a distribution system, and the harmonic current J are detected by switching a phase to a fundamental wave voltage Vf of the harmonic current J to different values to the number of h, and circles to the number of h (a circle 1 to a circle 3) on which a resistance portion Ro and a reactance portion Xo of the system impedance are loaded are drawn. Intersection points having a relation of a shorter mutual distance are extracted as effective data points from among all the intersection points of the circles to the number of h, and each average value of R-axis components and X-axis components of each coordinate of the effective data points is operated, to thereby determine the resistance portion Ro and the reactance portion Xo of the system impedance.
