摘要： PROBLEM TO BE SOLVED: To solve such a problem that it is required to be able to adjust the charge depth during governor-free control by achieving a high power efficiency and suppressing electric power consumption, when using a secondary battery in governor-free control.SOLUTION: A governor-free controller has two-stage control logic of upper stage and lower stage, and outputs required charge and discharge values calculated by respective control logics, while adding, to a secondary battery. The upper stage logic includes gain characteristics 1, a reset circuit 3, and three-stage lead/lag elements 5a-5c, as a control block. The lower stage logic includes gain characteristics 2, a primary delay filter 4, and three-stage lead/lag elements 6a-6c, as a control block.

A second stage load limitation amount computer 180 computes the amount of load limitation on the second stage, based on the change of frequency, in addition to the first stage control based on the amount of load limitation computed by the first stage load limitation amount computer 160, thus it is provided with second-stage control.
