SOLUTION: If it is determined that a moving object present in a monitoring area may impair the traveling of a train approaching a crossing, and the moving object is small (S160: Y, S165: Y), a stay/escape prediction unit predicts the positional change of the small moving object as follows. If the moving speed of the small moving object is smaller than a predetermined value, it is predicted that the small moving object stays in the monitoring area. If the small moving object is moved from an arbitrary point in the monitoring area toward a center of a crossing road, it is predicted that the small moving object stays in the monitoring area.
