    • PROBLEM TO BE SOLVED: To provide an electrostatic charging member which can perform stable electrostatic charge for a long period of time in spite of use at different process speeds, an image forming device equipped with such electrostatic charging member, and a process cartridge. SOLUTION: The electrostatic charging member comprising having a conductive elastic material base layer and a front surface layer on a conductive support, and having the front surface layer containing both of inorganic particles and organic particles, the image forming device equipped with such electrostatic charging member, and the process cartridge are provided. The inorganic particles are preferably silica powder and the primary particle size thereof is ≤0.5 μm. The silica powder is treated with a silane coupling agent. The organic particles are preferably a copolymer of ethylene glycol dimethacrylate and methyl methacrylate.
