    • PROBLEM TO BE SOLVED: To provide a coating film removing device and a coating film removing method reducing adhesion of dirt to the coating film removing device and highly accurately removing a surplus coating film formed on the lower-end inner face of a cylindrical substrate by a dip coating method in a short time.SOLUTION: The coating film removing device includes: a support member 1, an inner-face coating film removing member 3 attached to the side face of the support member 1, a tapered surface 2 located at the upper end of the support member 1, a groove 6 provided on the tapered surface 2, and a solvent supply hole 5 located at the uppermost end of the support member. The support member 1 is inserted into the cylindrical substrate 10, solvent is overflown from the solvent supply hole 5 at the uppermost end of the support member 1, and the solvent is efficiently supplied to the inner-face coating film removing member 3 by the groove 6 provided on the tapered surface 2. The support member 1 is rotated to rotate the inner-face coating film removing member 3 attached to the support member 1 and slidingly scraping off and removing the surplus coating film on the lower-end inner surface of the substrate.
