    • PROBLEM TO BE SOLVED: To provide a polymer electrolyte membrane and fuel cell capable of having necessary membrane strength when used as a fuel cell while maintaining high ionic conductivity and restraining swelling of a membrane caused by generated water. SOLUTION: In the electrolyte membrane made of an ionic conduction component A and a block copolymer formed by a non-ionic conduction component B, the A component forms an A-phase 11 consisting of a micro phase separation structure which is in a cylinder shape or in a co-continuous state, and the B component forms a B-phase 12 consisting of a matrix phase. A volume rate of the A component in the polymer electrolyte membrane is 50% or more in the block copolymer, and the fuel cell has the polymer electrolyte membrane.
