摘要： PROBLEM TO BE SOLVED: To properly control an addition amt. of a reducing agent while enabling economically stable operation in the mixing treatment of the collected ash and desulfurization waste water of a boiler using heaving oil such as orinoco tar as fuel. SOLUTION: The collected ash (b) of the exhaust gas from a boiler and the desulfurization waste water (a) of the boiler are mixed and a reducing agent is added so that oxidation-reduction potential becomes 600mV or less to reduce pentavalent vanadium to tetravalent vanadium and magnesium hydroxide and/or aqueous ammonia (i) is added to adjust the pH of the mixture to 3-9 to form a high concn. vanadium-containing pecipitate (g) which is, in turn, separated while calcium hydroxide or calcium oxide is further added to the separated soln. to adjust the pH thereof to 9-12 and this soln. is distilled to recover ammonia.

(h) to adjust the pH thereof to 9-12 and this soln. is distilled to recover aq. ammonia k' and calcium sulfate and magnesium hydroxide (g) in the distilled residual soln. are separated to obtain a slurry based on calcium sulfate and this slurry is supplied to the wet exhaust gas desulfurizer 9 to recover gypsum.

The internal pressure of the evaporation drum 2 is maintained constantly by adjusting the valve travel of the regulating valve 50b with the help of a pressure regulator 30b based on a signal from a manometer 21a and introducing a microamount of atmosphere on the suction side of a vacuum pump 6 and stopping it. In addition, the temperature of a circulating liquid 8c circulated back as a reflux to the evaporation drum 2 is maintained constantly by comparing the difference between the temperatures of the circulating liquid 8c and the concentrated liquid 8b detected by each of thermometers 22a, 22b to a set value using a calculator 40 and adjusting the valve travel of a regulating valve 50c to adjust the supply of a heating water vapor 12.
