    • PROBLEM TO BE SOLVED: To provide a sink-and-float type belt-shaped bag body in which damage by contact with a base rock can be prevented, and in which replacement or repairing is easy. SOLUTION: As air is discharged from a float body 12, a sink-andfloat type belt-shaped bag body 10 is sunk to the seabottom 18 in the condition where upper and lower surfaces of it are covered with protective films 22. The sink- and-float type belt-shaped bag body 10 is not damaged because it is prevented from directly getting in contact with a base rock or the like even when it is oscillated by tidal currents or the like. As air is supplied to the float body 12, the sink-and-float type belt-shaped bag body 10 floats to the sea surface 20 to part a specified water zone to prevent diffusion of dirty matter such as oil or silt. Even when the protective film 22 is damaged, the protective film 22 can be partly replaced by removing bolts 24 and nuts 26, thereby cost and manhours can be reduced.

    • PURPOSE:To enhance the durability of a pollutant dispersion preventing film and to prevent diffusion of pollutant by the inclination of the film even in a water stream by mooring floats in rows, and by suspending pollutant dispersion preventing films from the floats while providing wear-resistant hems to the lower ends of the films. CONSTITUTION:In order to prevent dispersion of pollutant such as floating mud or the like produced during underwater construction such as dredging, earth filling or the like, a hem plate 2 formed of highly resistant material such as rubber, soft resin or the like, is attached to the lower end part of a pollutant dispersion preventing film 1, over the entire width of the latter, made of canvas, rubber coated canvas, resin coated canvas or the like, and suspended from a main float 3 which is moored to a weight 5 by means of a mooring rope 6. With this arrangement, the film can hardly wear due to slide-contact between the hem plate 2 and the water bottom, and when the film is swung by a water stream, a downward stream is produced by the inclined film, thereby it is possible to promote the sedimentation of pollutant.

    • PROBLEM TO BE SOLVED: To facilitate disposal work for collected oil without influencing the entire even if an internal bag is damaged by providing the external bag having a buoyance and a plurality of internal bags to be housed in the external bag. SOLUTION: This floating oil collection tank is constituted of an external bag 1 and internal bags 2. The external bag 1 is formed of an elliptical buoyance part 1A and a recessed housing part 1B provided therein. In this way, a bag in which collected oil is to be housed is constituted of a double-layer of the internal bags 2 and the external bag 1, and the collected oil is distributed to a plurality of internal bags and stored therein. Accordingly, such a problem that the stored oil flows out hardly arises and even if a part of internal bags is damaged, oil flows out into only the storage space 1B of the external bag 1 and it does not flow out to the sea. Since it does not influence other internal bags, it is safe.

    • PROBLEM TO BE SOLVED: To enhance the recovering function of oil fence by providing a rotating mechanism which rotates a winder horizontally along a winder supporting table between the winder and the winder supporting table. SOLUTION: A rotating mechanism is provided between a winder 5 and a supporting table 6 constitute a winding device, with the winder 5 allowed to freely rotate horizontally along the surface of the supporting table 6. If an oil fence 7 is forced away by the tide or winds during the and does not take an appropriate position for winding, the winder 5 is rotated to make the direction of a drum 1 coincide with the longitudinal direction of the oil fence 7 to make the drum 1 directly opposed to the oil fence 7 so as to wind the oil fence 7. Therefore, the oil fence can surely be wound without being affected by the tide or winds, and the need for conventional work of pushing and pulling the oil fence near the winding device to guide the same is eliminated, resulting in enhanced safety; also, since the need for the work of pushing the oil fence using a working vessel to make it directly opposed to the drum is eliminated, damage to the oil fence can be prevented.

    • PROBLEM TO BE SOLVED: To enable free variation, regulation, and movement in a manner to match with an environmental condition at an individual place by providing a flexible cloth-form substance, mounted between a support weight body arranged on a sea bottom and a floating body in sea, and a weight and coupling the weight and a floating body or the cloth-form body by a mooring rope. SOLUTION: A membrane type training jetty comprises a support weight 1, a cloth-form substance 2, a floating body 3, a mooring rope 4, and a weight 5 and when it is released in sea, a heavy support weight body 1 and the weight 5 are dropped to a seat bottom. In which case, when the mooring rope 4 and the weight 5 are released separately from the weight support body 1 and the floating body 3, after the mooring rope 4 first having a long length is mounted on the floating body 3, winding is effected by a winch until the cloth form substance 2 stands upright, and the other end is re-attached to the weight 5. By opening the cloth-form substance 2 and hanging it down from the floating body 3, an arrangement work is completed. Thus, a shape is formed and adjusted in an optimum state according to an environment condition in an individual place.
