      SOLUTION: A fogging proof film 4 is formed on a plate body 1 for a window, and generation of fogging is delayed. By monitoring the amount of water deposited on the fogging proof film 4, water deposited on the fogging proof film 4 can be evaporated by a drying means before the fogging proof film 4 is saturated over the water treatment capacity. A projected part 18a where an electrode 22 connected to the heating wire 20 is printed is projected outside a little from the outer faces of the glass plates 12, 14 on the film layer 18. The projected part 18a is turned from the space between the glass plates 12, 14 to the inside of a vehicle at the inner glass plate 14 and then the electrode 22 is exposed to the inside of the vehicle at the inner glass plate 14.
