    • PROBLEM TO BE SOLVED: To provide a heat-insulating matte aqueous coating composition which has good weather resistance, coating storage stability, and the like, can maintain a heat insulating property and calm matte finished appearance for a long period of time, and can be favorably used for external walls and the like of a building; and to provide a method of forming a heat-insulating matte coating film using the same.SOLUTION: The heat-insulating matte aqueous coating composition comprises an aqueous resin (A) having an acid value based on a solid content in a range of 2.5 to 30 mgKOH/g, pigment (B), and a nonionic surfactant (C) having an HLB value of 10 or more. A pigment volume concentration of pigment (B) is in a range of 45 to 80%; a volume ratio of the pigment (b1), the pigment (b2), and the pigment (b3) relative to a total volume of the pigment (B) is 60 to 15%, 5 to 70%, and 20 to 80%, respectively; and a content of the surfactant (C) is, based on a solid content of the resin (A), in a range of 0.3 to 10 mass%.
