A pull spring 19 exceeds a dead point to energize the operation lever 7 to rotate to the breaking position while the operation lever 7 rotates from the non-breaking position to the breaking position, and energizes the breaking roller 14 to approach the roller 5 with a groove. The breaking roller 14 is a columnar metallic material with a rubber coating material 15, has both side surfaces clipped by a friction plate 16 made by Bakelite, and is fastened by a lock nut 18 screwed with the supporting shaft 13 through a spring washer 17.

SOLUTION: The come-along 1 is constituted of an arm 2 to be connected with a wire W jointed with a steel tower, a clamp 3 for gripping an overhead earth-wire G, and links 4, 5 for connecting the clamp 3 with the arm 2. The clamp 3 has a pair of facing sandwiching pieces 3a, 3b for sandwiching the overhead earth-wire G between them. When the pair of halved collars 8 with a slope face 84 are mounted to fit to the annular groove 31 of the steel sleeve 3 and the steel sleeve 6 is compressed, the slope face 84 is slid with the slope face 32 and the steel clamp 5 is pushed in a direction of the electric wire W to reduce tensile stress on the steel core wire W1.
