    • PROBLEM TO BE SOLVED: To provide an illumination device capable of raising a modulation ratio, equalizing in-plane luminance, and to provide a display device with the same.
      SOLUTION: A light modulation layer 34 including a bulk 34A and fine particles 34B is provided inside of a light modulating element 30 adhered to a light guide plate 10. Both of the bulk 34A and the fine particles 34B have optical anisotropy, and have the responding speed different from each other relative to an electric field. A lower side electrode 32 and an upper side electrode 36 for applying the electric field to the bulk 34A and the fine particles 34B are provided inside of the light modulating element 30. The lower side electrode 32 and the upper side electrode 36 are formed of a plurality of belt-like partial electrodes 32A and 36A. At least one of the partial electrodes 32A and 36A is formed with a pattern, and pattern density of the electrode formed with a pattern among the electrodes is set to be different depending on a distance from a light source 20.
