    • PROBLEM TO BE SOLVED: To provide a method and apparatus for controlling gates of a water storage facility which can prevent an undesirable effect on a life infrastructure relating to a downstream river by controlling a rapid change in a water flow rate from an upstream river to a downstream river.
      SOLUTION: The method controls gates of a water storage facility which includes a water intake port for taking water from a river having a hydraulic power plant on the upstream side and introducing the taken water to a water storage part, a water intake gate for opening and closing the water intake port, the water storage part for storing the water taken from the water intake port, a water discharge port for guiding the water in the water storage part to a downstream river and a water discharge gate for opening and closing the water discharge port. The method corresponds to a first table consisting of patterned information on time-based properties of the used amount of intake water in the hydraulic power plant, and prepares a second table consisting of patterned information on time-based properties of the water amount in the water storage facility. Gate control of the water intake port and/or gate control of the water discharge port are performed using the second table according to the use state of the first table used in the hydraulic power plant.

In the discharge principle index ruler, a curve, which indicates the discharge principle as a relationship between a time and a discharge rate, is indicated on a flat tabular transparent body. The discharge principle is a discharge rate within a predetermined period of time, which is specified for each dam as an allowable discharge rate not adversely affecting a downstream river in the discharge of the water from the dam. The discharge principle index ruler can indicate the index of the discharge operation, based on the discharge principle, by being placed directly on the diagram on which the condition of the dam is recorded. Thus, the discharge operation can be performed according to imminent situations for preventing the occurrence of a disaster.
