    • PROBLEM TO BE SOLVED: To provide a method and device of compressing an audio signal capa ble of efficiently compressing a signal than the conventional one by taking aural sensitivity characteristic of human being. SOLUTION: A spectrum envelope conversion means 3 converts a mel linear forecast coefficient obtained by a mel linear forecast analyzing means 2 into a linear frequency based spectrum envelope. Next, a spectrum envelope normalization means 4 generates a residual signal by normalizing the frequency domain signal obtained from a time-frequency conversion means 1 by a spectrum envelope. A frequency band division means 6 divides the normalized residual signal obtained by a power normalization means 5 into plural partial frequency bands with a frequency resolution corresponding to the aural sensitivity characteristic which is aural characteristic of human being. A vector quantizing means 8 regards the representative values in all the partial frequency bands obtained by a representative value calculation means 7 as frequency domain signals, and performs compression with a high efficiency by converting them into quantized data.
