Then, their energy is offset and flow velocity is decreased by colliding with two branched waters. Joined water is flowed out from an outflow opening 68a to the bottom part 22 of a manhole. Thus, the flow velocity of water flowing in a pipe passage can be sufficiently decreased by installing an energy dissipating branch pipe 42 in the manhole and the number of the manholes can be lessened in piping of a steep inclination part or the like.

The skin material 3 has air permeability of >=4 by an air-permeability test of JIS L1096-1990 (A method) and water-repellence of >=80 at t0, preferably, >=60 at t48 by a waterrepellence test of JIS L1092 (spray method). Further, the skin material 3 is usable at 80 to 120 deg.C with a sound absorption frequency band of 400 to 2500 Hz.
