    • PROBLEM TO BE SOLVED: To provide a method and apparatus for reducing mosquito noise in an uncompressed image by using an ε-separation nonlinear digital filter (ε filter). SOLUTION: In a decoding method of a digital compressed image employing the elimination algorithm of a mosquito noise caused at decoding the digital compressed image, the algorithm is configured such that the digital compression decoded image is divided into block units, a standard deviation or a coefficient of variation in each block is calculated on the basis of luminance information of the digital compressed image in each block, an ε matrix is obtained by filling the block with calculated values of the standard deviation or coefficient of variation, the obtained ε matrix is used for an ε value of the ε filter in each block and the digital compressed image passes through the ε filter to eliminate the mosquito noise.     • PROBLEM TO BE SOLVED: To form stable coil springs with satisfactory dimensional accuracy by making the variations in the shape of the coil springs minimum.
      SOLUTION: A material W fed to the right direction via feed rollers 11 to 14 is pressed against a coiling pin 15 and is next pressed against a coiling pin 16, and the material is plastically deformed so as to impart a curvature thereto. The coiling pins 15, 16 are held to coiling pin holders 17, 18, respectively, and further, the coiling pin holder 17 is held to a vibration generator 19. The vibration generator 19 generates fine vibration, and the fine vibration is conducted to the coiling pin 15 via the coiling pin holder 17. As a result, the tip of the coiling pin 15 contacted with the material W is finely vibrated as well, thereby reading: frictional resistance between the coiling pin 15 and the material W; and the variation of the frictional resistance.
