SOLUTION: This opening and closing device 1 includes: a gate 10 which receives the flow of sewage water W, and which can be brought down in the downstream direction of the flow in such a manner that a hollow gate rotating shaft 26 serves as the center of rotation; two fall prevention portions 20b and 20a which prevent the fall of the gate 10 by supporting the gate 10, and which are arranged on the right and left sides of the gate in a view from the upstream side, respectively; a first support release portion 22b for releasing the support of the gate by one of the fall prevention portions; a second support release portion 22a for releasing the support of the gate by the other fall prevention portion; a common rotating shaft 28 which is arranged inside the gate rotating shaft 26 and elongated in the same direction as that of the gate rotating shaft 26; first release operation portions 29b and 24b for operating the first support release portion 22b while rotating the common rotating shaft 28; and second release operation portions 29a and 24a for operating the second support release portion 22a along with the rotation of the common rotating shaft 28.
