摘要： PROBLEM TO BE SOLVED: To provide an image encoder capable of preventing data loss on an external memory, thereby preventing data failure, even encoding an image of a screen size which would not possible to secure sufficient time for refreshing the external memory.SOLUTION: An image encoder includes: an image encoding part for encoding input image by inter-screen prediction or intra-screen prediction; and a memory controller for recording data used for encoding in an external memory and refreshing the memory, in which the image encoder determines whether it is possible to refresh the external memory during an idle time when no data is transferred between the external memory and the image encoding part. If it is impossible to refresh the memory, a reference relationship is established so as to use the data within the refresh cycle of the external memory, while if it is possible to refresh the memory, the external memory is refreshed within the idle time.
