According to the switching request, the ITV switching device 2 selects only a video signal from any single camera among ITV cameras 1a-1n and transmits the selected video signal through the ITV video processor 3 and LAN communication line 4 to the terminal equipment 5a, and a monitoring image is displayed on the screen of the terminal equipment 5a.

    • PROBLEM TO BE SOLVED: To operate the distributing reservoir equipments with minimum fluctuation and with the inflow whose fluctuation is suppressed within its set allowable range by calculating the decided reservoir inflow and then controlling the inflow valve of the reservoir. SOLUTION: The inflow is shown in the sloping of a polygonal line in a QRS(quasi- optimum routing system), and the inflow fluctuation is caused by the change of the sloping of the polygonal line. The inflow which is closest to the optimum one that is decided by minimizing the fluctuation of the inflow at each point of fluctuation is calculated. An allowable fluctuation range is previously set for the inflow. Then the inflow whose fluctuation is suppressed within its set allowable range is calculated. The inflow is not suddenly changed at a single point of fluctuation (polygonal line 1802) but the fluctuation of the inflow is suppressed stepwise (polygonal line 1803). A distributing reservoir is operable with the inflow whose fluctuation is suppressed and accordingly the stable operations are secured for the reservoir and also a filtration plant that supplies the water to the reservoir. Furthermore, the operators of reservoir equipments can have the feeling of security since the reservoir level is never suddenly changed.

    • PROBLEM TO BE SOLVED: To generate the programs of plural controllers of different languages in a common high-level language by adapting an intermediate language suitable to express the function of a control program and then generating the machine languages of plural different controllers from the intermediate language.
      SOLUTION: A linkage editor is started to convert the programs which are produced for every page into the machine languages of controllers 5A to 5N. These machine languages are stored in a machine language file 19. Then a plant data file 25 is generated by the controller 5A and sent to a plant controller 1. Meanwhile, a display module selects a plotting information file 15. When a user selects his desired monitoring program on a screen, a monitoring mechanism 24 sets the information to be shown on a display mechanism 3 as the display data by means of the file 15 and via an input/output control mechanism 11.
